Executive Council

Executive Council, comprised of the chancellor, vice chancellors and college presidents, guides the district towards reaching its mission and goals.

Dr. Richard Carpenter - Chancellor
Chancellor Carpenter oversees all activities of the Lone Star College System.

Brian S. Nelson– Vice Chancellor, General Council/Risk Management
Vice Chancellor Nelson directs the district’s legal and human resources matters.

Ray Laughter – Vice Chancellor, External Affairs
Vice Chancellor Laughter oversees the district’s public information, district communication, publications and other external affairs activities.

Cynthia Gilliam – Vice Chancellor, Business Affairs & Chief Financial Officer
Vice Chancellor Gilliam maintains the district’s business and financial activities.

Dr. Stephen Head – Lone Star College-North Harris
In his role as the College's chief administrative officer, he heads one of the largest of the five colleges in the Lone Star College System.

Dr. Katherine Persson – President, Lone Star College-Kingwood
Dr. Katherine Persson was named president of Lone Star College-Kingwood in August 2008.

Dr. Ray Hawkins– President, Lone Star College–Tomball
Dr. Raymond Hawkins has over 30 years of higher education experience, including 14 years as President of Tyler Junior College. He earned a Ph.D. at the University of Texas at Austin. His experience includes five years teaching and ten years in academic leadership positions prior to his appointment as President of Tyler Junior College in 1981.

Penny Westerfeld, Interim President, Lone Star College–Montgomery
Penny Westerfeld comes to LSC-Montgomery after many years as Director of LSC-University Center.  

Dr. Robert Williams – Interim President, Lone Star College–CyFair
Selected to lead Lone Star College–CyFair as its interim president in Fall 2008.
